Since the 3.3V output is usually a fully common 5V rectifier circuit (common in low-end power supplies) or partially shared (common in high-end power supplies), the 3.3V output is often limited by the 5V output. This is why many power supplies have the name “3.3V and 5V combined output” on the nameplate.
Figure 28 below shows the secondary side of a low-side power supply. Here we can see the integrated circuit responsible for generating the PG signal. Under normal circumstances, the low-end power supply will use the LM339 integrated circuit.
